Guidance for Effective Implementation
a) Conduct Comprehensive Intake and Risk Assessment
Frontline staff should complete a comprehensive intake and risk assessment using established intake forms, staff checklists, and support service protocols. Assessment should explore:
- Nature and severity of victimization
- Age and developmental stage of victim
- Current emotional and psychological functioning
- Whether there is ongoing offender contact
- Distribution status of content
- Presence of threats, coercion, stalking, or doxing
- Risk of offline harm
- Presence of supportive caregivers or safe adults
- Existing involvement with police, schools, or child welfare
- Self-harm or suicide risk indicators
- Current digital vulnerabilities and safety concerns
b) Identify the Risk Profile
Staff should identify the survivor’s current risk profile based on exposure, offender behaviour, circulation of content, and current safety concerns. Risk profiles may evolve over time and require reassessment.
c) Follow C3P Protocols
Staff should follow established:
- Cybertip.ca protocols
- Survivor support services protocols
- Project Arachnid protocols
- Arthropod monitoring protocols
- Facial recognition and image detection procedures
- Internal documentation and escalation procedures
d) Utilize Project Arachnid
Where appropriate, staff should:
- Generate Project Arachnid reports
- Submit content for detection and takedown efforts
- Support survivors in understanding the removal process
- Explain limitations and realistic expectations regarding online content removal
e) Utilize Arthropod for Monitoring and Safety Planning
Where applicable, Arthropod monitoring tools may assist with:
- Monitoring ongoing circulation of imagery
- Identifying emerging threats
- Supporting dynamic risk assessment
- Informing long-term safety planning
